For certain users wanted view access for single project

The users need a Jira license and you need to grant them a role on the project that only has "browse permission"
You would need to check the permission scheme on what role only has this permission and add the user to that role or create a special group in User administration and specify this group (add user(s)to the group) on the permission scheme on the browse permission only.

There are 2 things you need to configure:
1. Grant user with permissions to the required project: Depending on company/team-managed project, you need to grant them the Browse Projects permission, or the Viewer role in the project.
2. Review all other projects to make sure they're NOT "Open" to all users.
* In company-managed projects, if the Browse Projects permission is granted to "Any logged in user", then all users can view this project. You can review the permission schemes rather than individually checking each project.
* In team-managed projects, if the access level of a project is Limited or Open, it is visible to all users on the site.
