I want to update user in jira how to do that with jira cloud api?

i found this api in document but i get this error on postman

Ensure that you are using an Organization Admin API key. You can refer to this article for detailed instructions on creating your own Organization Admin API key.

Additionally, verify that the account_id belongs to an Organization-managed account. You can learn more about managed accounts in this documentation.

Thank you for your reply. But In Jira if we want to manage users, domain name was verified then we can see users in manage accounts.
