I want to set Task as default issue type in Plans, we have Action and Task under L1 Hierarchy?

I want to set Task as default issue type in Plans, we have Action and Task under L1 Hierarchy? By default it is picking Action issue type as L1, but we need Task to be the Default Issue type. We added Action Issue type in exclusion rules but still it picking Action as default Issue type
