Yes, more data is always useful when understanding requirements. Regarding the first requirement, I am not familiar enough with any add-ons that allow non-Admins to import data to manipulate issues. That's not saying that they don't exist just that I'm not familiar with them. On the second requirement, my only suggestion would be to use multiple cascading fields.

Yes, there is Cascading fields in Jira. You will need to speak to your admin about setting it up. creating-dependent-cascading-lists-in-jira-server-datacenter
