I want to issue transtion reporter and assignee(='OR' condition)
I want to make both conditions work. like 'yellow' below.
But only one condition applies.
How can I do that?

I solved.
I change bot condition setting with Any of the following conditions.
All of the following conditions => AND
Any of the following conditions = > OR
