I want to give access to a user to manage Company Managed project types, how do I do that?
Welcome to the community.
From your project's sidebar, select Project settings > People > Select Add people · Search for the user you are trying to, assign them a role > click Add
Since you want that person to manage that particular company-managed project, you can assign them the (project) administrator role.

The user is placed as administrator but the button company managed project button is still grey. What is the reason for this?

Do you mean the user is unable to create a company-managed project? Which button are you referring to? Is it this one (as shown in the screenshot below)?
Please drop a screenshot here in case that isn't what you mean.

Only administrators can create and do the structural administration on Company Managed projects (that's the whole point of them being company managed - the users don't look after them, the admins do)

When I first read OPs question, I thought they wanted to add a user to a CMP project as a Project Administrator so they can help ‘manage’ that CMP project as they’re able to do certain (albeit limited) project configurations.
@Peter Takacs If you’re wanting for someone to be able to create and fully administer a Company Managed Project, then they will need to be a Jira Admin (someone who has Administer Jira Global Permissions)

They will, including trashing other projects that they have nothing to do with.
You should keep your Jira admins to two or three people who know what they are doing (and another couple who have access to give others admin rights, just in case you can't find your main admins). Never just give people admin rights because you think they might need some config control over a project.

Yes, only administrators can create and maintain company-managed projects. You don't want most of your users to be able to do that, I can guarantee you that they will make a complete mess, and probably end up destroying data that you really can't afford to lose.
