What happens when you try to delete your account?
Try going to https://admin.atlassian.com
Select the Apps > Atlassian Apps page.
Did you cancel all the apps listed there?
Also try going to https://admin.atlassian.com/billing
That will show the Billing accounts to which you are associated.
Click into each one you see.
Check the Subscriptions page.
Check if there is anything listed there, and cancel it
If that doesn't help, contact Atlassian Billing Support through this page:

The Jira app appears to possibly be in the cancellation process. When did you cancel it?
It can take a bit of time for the cancellation request to be fully processed. I've also seen posts that customers have to contact Atlassian for help with cancelling Rovo.
If you want to try to expedite the process I recommend that you contact Billing Support.
