You are on a data center instance. You can find filters under the issues menu and then select search for issues (I think - it's been a while since I was on data center; but you'll see what I mean when you open the menu).
On a side note - the quick filters on a kanban board are not the same thing as filters you use for a dashboard. Dashboards are for reporting and you can find them in the Dashboards menu, whereas kanban boards are actually a work instrument for your teams that can be found in the Boards menu.
Quick filters for a kanban board are made directly in the board settings. From the Board menu near the top right corner, you should be able to open the board configuration. You should be able to find quick filters there, where you can find the ones from your screenshot and add more if needed.
