I want to create a read only filter, how can it be done?

I have created a filter and want to share it with all users but as read only. Currently the filter allows the users to edit the JQL written and open the tickets which are shown in the filter. I want the users to only view the list and not edit anything else.

Actually, no, it doesn't. 

It allows people to use your filter to find things and then edit their own version of it.  They can't edit your filter, just create their own.

You really don't want to stop them doing that.  An issue tracker on which people can't search or run the reports that they want to is not a lot of use.
