What you're asking - separating an instance into its own billing profile - cannot be done self-service from the admin panel. Atlassian's billing UI lets you rename or edit an existing billing profile, but not move a subscription between profiles or accounts on your own.
Billing profiles group subscriptions sharing the same payment method and sold-to address.
If you want a new billing profile created, you need to contact Atlassian directly.
If you want to move a subscription to a different billing account entirely, you also need to contact their team - and if you're not a billing admin on both accounts, they'll ask you to include the billing admin from the destination account in the request.
