Our development environment is separated into two networks, and the two networks should not be connected for security reasons. Also, one network should not be able to write to jira. It should only work read-only.
How can I integrate my network with the jira server?
From what you say, you can't. You state there are 2 networks that shouldn't be connected. You are saying there is NO connection to JIRA from one of the networks, therefor no way to connect to JIRA. Even if you had two network card in the server your security folks wouldn't allow having connections to both networks.
