I setup an Apache reverse proxy then I accessed the site (http://va1jiradev.acnms.com:81/test) and the website UI is destroyed. It is like a basic HTML.

Your proxy is misconfigured and not passing everything through correctly.  You'll need to fix the configuration for it.
