I receive error when doing a test connection to smtp mail service in JIRA

I get the following error when trying to do a test connection for smtp mail:

SocketTimeoutException: connect timed out

please let me know what has to be done to resolve this?

It can't reach the smtp mail server - check your network has the right routes allowed and your connection settings.
