I receive error when creating atlassian site

I tried to create a Jira account with the company email, but did not receive OTP, and tried to create jira account with my personal gmail, it generated, but the issue is I cannot create site and receive this error

Could you inform are you trying to create a Free Jira site or are you creating a site under an existing paid Atlassian organization?

If this is a Free site, you may not be able to contact Atlassian technical support directly.

If you're creating the site under an existing Standard, Premium, or Enterprise organization, then your site administrator should be able to contact Atlassian Support and include the Trace ID, which Atlassian can use to investigate the backend logs.

we want to create for free for now, but the issue is we cannot create it.
