I am the organization administrator for my company. We use the free version of the Jira software and I am on the Settings page and there is no option to select Administrator on the left side of the screen.
I am retiring at the end of the year and need to add another person to the role. The ellipses after the user name only allow me to add them to a group.
Am I missing something or can you not do this with a free account?

Depends on if your on old org billing or new. When you are in admin.atlassian.com console you will need to go to
If your on old, navigate to admin console settings. You will see an option on the left side that says Administrator's. Add the users there.
If you are on new, navigation to admin console > Directory > Users. Find the users you need to promote > click on profile. In the profile click on groups and add them to Org Admin group.

Thanks for your help! There is no Administrator in the left sidebar, so we're definitely on the new system.
I was able to get it to work with your help. I went to the Directory/Users and can see all the users there. This is where things are a bit different. Clicking on a user does not work at all. What I found was that in the left side bar are Users. Groups and Managed Accounts. I was able to add another person by selecting Groups and then selecting Org-Admins from the list of groups and finally clicking the Add User button. I was able to select another user from there.
