I have been asked to get the users of our Jira instance. It is cloud-based.
The person asking said I have admin rights but I am pretty sure I do not.
So that would be 2 questions:
1) How do I get the user list/count? (We only care about licensed users we pay for).
2) How can I tell if I am admin? I have had a look around and can't see any obvious signs I am admin but then I am a relative newbie with Jira...

No, I can not see any of that and the dropdown even said as much (that I am not an admin). It did provide a link to the message the Jira Admins so I will do that.
I would assume that a non-admin cannot see users so this is a question for the admins...

Correct. Now you could be a project admin but that only allows you to admin a specific project.
