I can't tell you who your admins are, I'm just a community member here to talk about Atlassian stuff. I have no knowledge of, or access to, your system.
My best guess on questions 1 and 2 is that your project admin role had "extended permissions" on your old service, but Cloud does not have that option, so you've lost it.
For question 3, it doesn't matter that you've done it before, you now have an invalid search because during migration, things it was looking at have changed. You should try rebuilding it with help from the auto-suggestions, I suspect you'll be able to rebuild it, but it will look a bit different to what you had before as the fields and so-on have changed ids or selectable values etc.

1) What do you mean by "template"? What are you trying to add to your project? And what type of project is it, classic or next-gen?
2) Again, what type of project? What is stopping you adding new transitions?
3) You can still search and order by fields in both Server and Cloud, what is stopping you doing it in your new system?

Ok, it looks like a classic project (sorry, I should have been more clear on q2 - Classic and Next-gen are the two broad types of project, software projects can by of either type. You can see what the type it is by looking to the bottom left near "configure project". Unfortunately the phrase "project type" is now a bit overloaded. The Software/Service Desk/Business type is really from the "application", but Atlassian have called it "type")
Anyway, for questions 1 and 2, the simple answer is that you'll need one of your admins to add the field and edit the worklfow.
For question 3, I suspect you've got a broken filter because it's been imported or someone has reconfigured or removed something it is doing. I would copy the text of the filter in your screenshot, keep it to hand, and then start re-creating it in an "advanced search", this should auto-suggest field names and content, so it should show up where the error in the filter is.
