This banner mostly pointing that Site was too long inactive and deactivated or deleted.

Check this immediately: log in to https://admin.atlassian.com/billing and look under the Inactive tab to see if you can click Reactivate. Try adding Jira back to your existing site.

If the site is completely gone, contact Atlassian Support right away with your URL (amc-madrassaconnect.atlassian.net). Just keep in mind that if the grace period has already passed, the backend data is permanently deleted.
