I need to change the organization admin who has left the company and we do not have a technical or billing contact. So I want to start the verification process to prove ownership and get that access but I can't submit a ticket to start it.

Welcome to the Atlassian community.
If you are not already an admin for the Organization or an App admin for one of the apps then your Atlassian Cloud account is not associated with the Site URL for support purposes, which is why you get that message. Only Admins can create technical support tickets.
In the Technical Support portal select "Billing, payments, and pricing" which will give you a link to the Billing, Licensing, Pricing Support team page for submitting a request for help with this addressing your need for a new Org Admin. Here is link to that page for your convenience.

I also recommend that your company institute a policy of maintaining at least 2 people as Organization Admins at all time to minimize the likelihood that you end up with no available Org Admins.
Hi Trudy, When I go to that page I do not see an option for Billing, Payments, and Pricing. When I select for example Payments- Payment and Credit Card Issues I run into the same issue with the sorry, we can't find this cloud url. Is there any other way to submit a ticket or get in contact with someone?
