Give them accounts and put them into roles that allow them to comment and transition.

Do NOT use anonymous access to do this, you cannot audit it and it opens you up to spam and abuse.  Anonymous access really is for read only access when you are on the internet (it has more uses if your JIRA is firewalled off)
