I have a developer in a new project who cannot transition issues (bugs and enhancement requests) to all the statuses he should be able to. The project is set up using the same settings as other projects where this works fine (someone who previously worked here set it up but from what I can tell it is set up the same and even shares the same workflows etc...) . As an Admin I can move them fine but as him I cannot. I'm not sure what else to check.

@Simon Taylor in addition to what @John Funk suggested, please check there are no "jira.permission.*" properties in the workflow restricting who can make the transitions. Sadly, in my experience this is not picked up by the permission checker which might state the user can make the transition, while the property is actually preventing it.

Hi Simon - be sure to check the Permissions Scheme to see if the developer is covered by who can Transition an Issue. If he is covered there, is there any Issue Security in place on the project?
