"Test" is not available for a particular project OR your system doesn't have it at all ?

If you want to create a new issue type, please follow instructions given in https://support.atlassian.com/jira-cloud-administration/docs/add-edit-and-delete-an-issue-type/

Once issue type is created, then you need to map the issue type into project as mentioned in https://support.atlassian.com/jira-cloud-administration/docs/add-edit-and-delete-an-issue-type-scheme/
