I couldn't connect to local Jira when I ran atlas-run command on my local computer.

I get this error message for Jira 8:

JIRA startup failed, JIRA has been locked.

How can I solve this problem?

You will need to fix whatever it is that is stopping startup. 

First, you'll need to identify it.  You may find the command window that "atlas-run" is being run in is throwing you a lot of data which will tell you what the problem is.  If not, then you'll need to start reading the log files the service is generating - those will always tell you what the problem is (although it may be cryptic and unclear, you will find error messages you can check with a search engine)
