I have been trying to add myself as a user with admin privledges but even as the organization's creator I can't.
I want to allow myself to delete tickets in jira but it won't let me add myself as an admin to that project even from the admin.atlassian.com settings
This seems like a broken system since I as the organization admin cannot perform admin functions in jira. It feels like an oversight by Jira Product owners and developers to essentially not allow a reasonable use case with the free product.
All I want to do is clean up the tickets in my project by deleting ones that are no longer relevant... Do I really have to pay for that feature?

I'm sorry that your first contact with Jira left you with a bitter impression. It can do that, since in it's simplicity it can sometimes be complex. To add to what @Bill Sheboy said, on a free plan you have all of Jira's functionalities BUT permissions.
However it's rather strange that you can't delete issues. I've just created a new instance, a new project and a new ticket. I deleted the latter without any problem.
Can you go to project settings and then permissions and provide a screenshot? Not that on the free plan you would be able to change them, but you should see an image like the following:

I'm having the same issue. I can't delete anything despite being the site admin, in every admin group, and being given explicit admin access to the instance. For Jira Software specifically, I can only select "user" as my role, while Confluence and others let me also select "Admin". Regardless, Jira Software should inherit my site admin permissions, and I've configured it to do so, but I still can't delete anything.

First thing, I am just another customer and not with the Atlassian team...
As you note on some of your screen images, the free plan level does not support configuring roles, advanced permissions, etc. Please look here for more information on the plans and if you need specific features investigate using that level: https://support.atlassian.com/jira-cloud-administration/docs/explore-jira-cloud-plans/

I'm not looking to upgrade from free. I wanted to find out how to give myself admin access on Jira. It seems very weird that if you create an organization, you don't have full admin access untill you pay for it...
