My company has changed my old alassian admin account (Micosoft Account) to another one. I cannot access to admin panel and I don't know how to recover my old permissions.

Another admin in this instance has to grant you the permissions or your account needs reinstated .
Here on the community we can't assist in this.
This is a public forum and we are users like you, we don't have or can't access Cloud instances.
Otherwise your only option is to have an admin from the instance raise an issue with Atlassian Support
