This will be a change in your instance rather than to Jira itself.
The error suggests you no longer have the appropriate permission set to create classic projects - you need to be in a group which has the Global Permission "Administer Jira" - if this has been removed from your user profile, then you'll no longer have the option to create Classic Projects.
A simple way to check is:
^ If you can however and can access the admin pages (eg. System), then there might be another issue at play - let us know if this is the case.
If you need to be added back to a group with the right permissions - or have your group included in the global permission - best to contact a Site Admin for your instance.

Just in case you didn't see Jack's response above - the Site Admins will work for your organisation. Best to try your Tech Department first or look for who manages Jira and get in touch with them :)

from the error message it appears that you do not have the necessary permissions. Can you check with your admin?

there is not link. that would be a great adder for large companies. If you have an IT group I would start by contacting them. Generally the IT group administers the instance.

I just had this issue.
I am the site admin for Jira here and no permissions or settings had been changed so I should have had ability to create classic projects.
What fixed it for me was logging out of Jira, clearing my browser cache and logging back in.

The Jira administrator can create it for you.
Why can't I create a classic project?

This remains the same error message as before; did you try did you try contacting your Jira Admin or Site Admin as suggested previously?
Also, when you refer to Roadmap do you mean the roadmap in Next-Gen or a separate app? If it's a separate app, your Site Admin can manage apps from the administrator console.
If it's Next-Gen, whilst you can disable Next-Gen projects (which the Roadmap function is part of), you can't stop paying for it specifically - Next-Gen and Classic projects are bundled into the cost of Jira Software Cloud.
