I can't close a Jira or assign to other user

I don't have available some buttons in JIRA 2, I am not be able to close a ticket in  Jira or change the status and resolution.

Check the permission scheme for the project, that controls what you can do.

(Jira 2 though - wow, that's oooooold)

Really I am new using Jira.

Where can I check the permission scheme?

I believe that I am using Jira by a self-host, in this case, There should be an administrator of permission scheme?

You need to log in as an admin and go to the permission scheme if you're on Jira 2.  Later versions (6+) display the permission scheme read-only in the project admin section so at least you can see it and tell your admins what needs changing.
