I can't just edit story point estimation by not starting the sprint.
Here by the hover I can edit the estimation:
But to add story point estimation for the tasks with no active sprint is not possible at all:

But the field still does not display here:
It would be great to get your recommendation.
The type of the project - Company-managed software.
The field naming is the same - "Story Points".
What am I doing wrong?
I need these estimation for my test Epic Burndown.
But I just can't add the estimation for not active sprints tasks.

Welcome to the community.
Are team-managed projects also used in your instance, if yes there is a duplicate Story Point field.
Choose the correct field.
Is the field present on the screens used, so not just in the layout?
Check the Estimation setting used on the board?
Check if there is a context set for the field, based on issue type or project.

When you hover over the Story points lozenge in the backlog can you click on it and then do you get an editable field?
For an issue that already has story points set (PFCER-2), when you view the issue details do you see the Story Points field showing that value anywhere on the screen?

Can you click on the Story points lozenge in the Backlog for an issue that is not in an active sprint, and edit the value?
If you open the full details view for the item PFCER-2 (not just the subset of data in the side panel) do you see the Story Points field anywhere on the screen? Look everywhere for a field displaying the value that you see in the Backlog.
If you don't see the value anywhere in the item details then as @Marc - Devoteam suggested your system probably has two fields named "Story Points" and the wrong one has been included in your screen layout.
If you go back to the Layout page and search again in the panel on the right for a field named "Story Points", do you find another field by that name?

Please go to Space Settings > Work Items > Screens.
Expand each of the screen schemes that are listed to show the issues types and the mapping of operations to screens in each scheme.
In each of those schemes is the same screen used for the Edit issue and View issue operations?
If different screens are used can you open each screen and confirm the Story Points field is included in the field list?
