I can not create issue after update 7.12.3 from 7.12.0

I get the following message while create issue:

We can't create this issue for you right now, it could be due to unsupported content you've entered into one or more of the issue fields. If this situation persists, contact your administrator as they'll be able to access more specific information in the log file.

while checking log I see:

yes I found this answer while googling error

but I do not use any plugin except 2 which was packed with jira. And both of them are enabled after update

Could you switch your Jira to safe mode and have a look, if you can create an issue?
