When Creating a Dashboard or Filter, I am unable to make these Public. (See image below)
How do I go about making this accessible to the public? is this a bug?

No, it is not a bug, the reason you can only set it to private is because you do not have the global permission to share dashboards and filters.

Welcome to the community.
There is a Global permission that has to be assigned to allow users to share filters and dashboards, even internally. You will need to contact your Jira Administrators to get that permission assigned to you.

In my case however, it worked perfectly until about 3 weeks ago and now doesn't. One of the recent updates has broken something.
