Hello Joy,
1. Goto Project Settings > Permissions > From here verify all the permissions and roles it is granted to Eg: Administer Project granted to Administrators project roles
2. Now goto project settings > User roles > Add users to role > Type in user role or group the user is in > Select roles > hit add
Note: Remember that adding a group gives permission to all the users in that group to have access to that project. So you can give access to specific user if you like.
If you don't have a project admin access, you need to request a jira admin or your project lead to provide you that access to able to make above changes.

This explains all the permissions and how to grant them at a project level. Please also note that the user you want to add must have a valid license for Jira to log in (more details here: https://confluence.atlassian.com/adminjiraserver/licensing-and-application-access-938846887.html)
