I am receiving the 'The page isn't working right now' when trying to open the Scrum Default Issue screen under Project settings / Issue layout
I tried different browsers, IE Edge & Google Chrome, both the browsers gives the same error, I have cleared the all the browser cookies and caching, the error still persist.
I will appreciate any help resolving this issue

Can you navigate to the same page by going to Setting (Cog in upper right hand corner) -> Issues -> Screens and select the screen you are clicking on configure for screen you have in the project.

I do not see the setting option, under the gear icon. I have checked with our Jira Admin regarding the type of permission I have, and he confirmed that I have the admin rights, am I missing something.

@Pally, Krishna You will need to be a Jira Admin and not just a project admin. If you are a Jira Admin you will see the following. You may need to work with your Jira admin to make changes.

The workaround with Global admin rights seems to work, the listed issues disappear with the Global admin rights, everything seems to be working.
However, we cannot provide Global admin rights to the Project Admins, I will appreciate if you could let me know a fix to have the listed issues resolve at the Project level admin?
I am looking for a solution for the Project admin to be able to edit the layout and add the required columns. Also, all users in the project should be able to bulk import the issue task using the CSV upload option.

What you are trying to do is manage an issue screen. This requires you to be a Jira Administrator and not just a Project Administrator. You can learn more here: https://support.atlassian.com/jira-cloud-administration/docs/manage-issue-screens/

On the 2nd issue, the task bulk upload option from CSV is handled by our Business Analyst and not by the Jira Administrator. Any recommendation on the type of access required to perform this operation, without Jira Admin rights, our team is unable to upload the tasks from the CSV.

Importing issues via the external system import also requires you to be a jira admin. They can prepare the file but the admin will need to import it. https://support.atlassian.com/jira-cloud-administration/docs/import-data-from-a-csv-file/
