What are the steps you are taking, please add screenshots?

Is Xray enabled on the space you are working in?

Could you confirm which testing app you are using?

If this is Xray, please ask your Jira administrator to verify that you have the global Make bulk changes permission, as Xray requires this permission to display and use the Test Case Importer.

No matter which app that is, you should address that internally with your admin. We as community members cannot control your access.
