Every year I use the project CALDAC24 and just update name of artist, and I didn't get in jira for months, and now is telling me that the url is unavailable.
Apparently we were not paying for months and our account was cancelled.
How can I get access again?

Is this in a Jira subscription you set up for yourself? If so, were you using a Free tier subscription?
If so, Atlassian has a policy of deactivating Free subscriptions that are left inactive for an extended period of time. For full details refer to this article that I recently published:

In summary, if it was a Free subscription and you have not logged into it for 55 days or more then it is likely that it was deactivated and the data may have already been permanently deleted such that Atlassian cannot recover it.
If it was a paid subscription that did not get paid, Atlassian would deactivate the subscription 15 days after the billing due date. They would retain the data for 60 days. Then the data would be permanently deleted. Refer to:

No, Atlassian does not take backups for customers. That is the customer's responsibility.
If your subscription was deactivated and the retention time period has expired then the data is no longer recoverable.
