I create tickets as part of a Project. Others who do the same thing with the same permissions, can select the text after it has been submitted and edit it. I cannot. Our engineering and security team says this is not a permissions issue.
I am unclear what to do.

Have you tried using another browser application? A private browser window? Clearing your browser cache?
Since we don't have access to your instance we cannot review the permissions directly. It sounds like you also may not be an administrator and so would not be able to provide use the necessary details for us to help debug if it actually is a permissions issue. Here are some things that should be looked at though.
First, what type of project does this concern? That information can be found on the View All Projects page under the Projects menu.
Next would be to look at how the permissions are allocated for the project. This depends on the project type. Permissions in a Team Managed project include the overall Access setting for the project, the Project Roles to which you are assigned, and the permissions assigned to the role. In Company Managed projects there are Permission Schemes where permissions can be assigned based on Project Roles, User Groups, individuals, and other settings.
The ability to make changes can also be based on Workflow Properties. Properties can be set for issues for each Status to which they can be assigned. Those properties can be used to limit permissions even more than the permissions settings for the project.
