So, the issue I am facing is that Jira as well as Confluence is not accessible from my computer. I have tried checking the access from my admin and it is not an issue.
The account is accessible from any other computer also.
If any other person tries to access Jira and Confluence from my computer it just won't work.
tried everything still not able to get the root cause of the issue.
Pls help regarding the same.

What do you mean by "not accessible"? Blank browser page? Error message? Is the error a network error or does Jira/Confluence respond with their header and an error? Just won't let you log in?

Can there be this case that my MAC is bonded to a specific network and it is fixed and will allow only that connection to get through and not others?
because i am only able to access it through one of my Mobile Phone's mobile hotspot.
The IP on which the connection is fixed is 152.58.X.X
and it is allowing other IP's and giving the same result.

Since you do not have the access from one specific computer and you have all of the other access from other computers, this is indicating some of the restrictions that you are having that your sys admin may have applied.
Plus, both Jira and Confluence are both hosted on cloud which is powered by AWS.
In this case, check with your admin more about the restrictions.
Also, what kind of error do you receive?

I see. This issue is the network connectivity issue, not the issue with the Atlassian.
I'd suggesting contacting your network administrator or someone who is in charge of your network, this could also be your ISP.
Another thing, try to create a hotspot on your phone then connect to the wifi on your phone and see if the request is still timed out.

As i said above I have tried this on my home network, my office network, hotspot of my own mobile phone, hotspot of my friend's mobile phone also and the result is still the same.

I'm afraid that issue is not Atlassian related rather than the network itself.

So here's this thing it's just my laptop that is facing this issue another person tried accessing his account and the result was still the same, when i tried accessing my account from his computer. I was able to access jira and confluence being on the same network.

It is something on your network blocking your laptop from reaching Cloud, it is nothing to do with Atlassian.
Check your routing, your DNS, and your firewalls.

even tried closing my system's firewall also then also the result is still the same
tried with Open network(Mobile Data) also then also the result is still the same
No issue with DNS as I am using default DNS 8.8.8.8
There is no routing also
