I am integrating IBM RQM Tool with Jira and I am getting "content Encoding Error" while integrating RQM with Jira. So please tell me what Steps I need to follow to avoid such error.

I think you need to pass in valid data.

I'm sorry, we can't tell you any more than that.  You have given us absolutely nothing to go on - not even the system which is throwing the error, what you're doing when it happens, an overview of the process that is doing it, what the data is etc.
