What are "Flex items"? That is not something that Jira provides out of the box.
Can you provide a screen image showing where you are selecting Flex items?
Are these a custom Issue Type in your Jira instance? If so, the use of specific Issue Types is something that would be determined within your company based on your processes. You would have to consult with your team leads to get information on the proper use of that issue type.
