I am a new Jira admin and can't figure out how users are getting assigned programmatically to Confluence.  Where should I look?

What we meant is , How to find the configuration details on how they are loaded programmatically to confluence-user. We are not adding them manually.

Also our confluence licenses are maxed out and we are getting error when editing pages due to this. We are temporarily resolving by removing inactive users licenses
