the administrations bar appear to be greyed out for me to edit or delete project like the following.  Am I missing some additional permissions?

Is this server or cloud? The image would lead me to first try a different browser just to rule that out. The sidebar isn’t specific to an admin though the details screen is indicative to a project admin. If you exit out of setting and into the project does the sidebar work?

Regarding deleting a project, FWIW I generally don’t do this and instead archive it.

Jira Cloud.  I tried multiple browser and those fields are still greyed out which lead me to believe this is a permission issue.  After creating the project I removed a few groups that has access to this project which might have inadvertently removed my own permission as well?  if so that's a terrible design since no-one in our company has access to any configuration in this project anymore.

This is not a normal thing. I certainly have never seen this. I can certainly continue to assist but will be a bite hampered without seeing it first hand. Given you are on Cloud I would recommend you contact Atlassian Support .

otherwise please provide the following:

  • screenshot of the main project page, I.e. exit out of settings
  • Are there other projects that you could inspect to see if this is project specific problem or jsystemic
  • are you the Jira Admin?

another thing to consider is that there have been some cloud 'outages' and it is possible that what you are experiencing is related. you can always monitor the Atlassian Statuspage for current conditions. I noted they were having an issue earlier.
