Could you share any more info like, Environment/OS your server is setup?

Things to check:

• telnet your.mail.server 25 (or w/e port you're using for SMTP)
• for linux setups check /opt/atlassian/jira/bin/setenv.sh for:

# Uncomment this setting if you want to import data without notifications
#
#DISABLE_NOTIFICATIONS=" -Datlassian.mail.senddisabled=true -Datlassian.mail.fetchdisabled=true -Datlassian.mail.popdisabled=true"

 I can't tell you where the above lies in a windows setup but it should be easy to find

Thanks for the quick response, I installed Jira on the Ubuntu 14.04 LTS.
I have a cloud based  Node, and I am using SMTP office 365
