I want to create an issue for a new sprint. So, first I decided to create a new sprint. After spending (far) more than 1 hour, including reading relevant articles (actually it is surprising how many years people are asking this same question), I still have no clue how to create a new sprint.
There should be a button New sprint in the Backlog screen. No button there.
I should make sure I'm an administrator of the project. After clicking for 20 minutes I still have no clue where to do that.
I have to make sure to sort on RANK in Board -> Configuration. I'm not able to find a board configuration option. But I did find board settings. In each section of board settings I looked for 'sort'. Could not find it in any section (nor the word RANK).
Then I started to look for a tool more user friendly than Jira. After using Jira for a year I should be able to do something like start a new sprint, right? Haven't found an alternative yet.

In order to create a sprint, you need to make sure that you have the proper permissions.
The first thing to check is whether or not you are a project administrator (by default, the manage sprint permissions are tied to the project role "Administrators").
To identify this, you should see a small cog wheel on the bottom right hand side of the screen. This is the "Project Settings". If you can see that, you should have the ability to administrate projects.
Once you see that, try to navigate to the "Roles" section. This should be on the righthand side of the screen.
In this section, you should be able to see what roles individuals in your project have.
To see this, you need project administration permissions, but this will allow you to see who else has them.
Once you've validated the project admin permissions, you should be able to head to your board to check out your configurations.
Notice that my board is configured to make use of the ranking. To change your board filter, you should be able to click on "Edit" filter query. By doing that, you can append "ORDER BY Rank ASC" if it is not configured already.
If all those are configured correctly, you should be able to see "Create Sprint" at the top of your backlog.
Maybe you can share some of your current settings so I can give a bit more advice?
Okay. So, I was trying to find this cog wheel on the bottom right hand side of the screen. I do not know which screen but I guess it is this one:

On this screen there is not cog wheel on the bottom right hand side of the screen.
I now selected: Jira Dashboard | Projects | <My Project>
I now see the backlog board of my project. No cog wheel at the bottom right hand side of the screen.
What to do now?

In a the project on the left I found items like: Backlog | Active sprints |... | Settings. I click Settings.
In the left menu I now see items like: Details | People | ... | Permissions. I not find Roles. I click Permissions.

Below previous text a long list with permissions and attached roles. No clue on where to edit the scheme nor where to manage the roles.

Note: I'm Administrator, Jira-Administrator, Site-administrator,.. etc. But where to find the list if users that are Project-administrator, I have no idea.

Design suggestion for Atlassian: as a rule you never (never!) remove buttons or any other actions from screens that are shared by various roles. You'll show the button or action and if someone clicks on it without the necessary permission level, you'll explain that to the user and present an action or instructions to solve the situation.

What type of project is the CAS project? - It needs to be a scrum Project.
When you were looking at the permission scheme, did the "administrators" role have the "Manage Sprint" permissions

1. Don't know how to determine a Jira project is a scrum project. In the settings of the project I find the project type to be 'Software'. The board title and workflow title has the word 'Scrum' in it. That aside, the project is a scrum project. Meaning we have a shared board with issues and lanes (among other things).

So, to me this says any user with application access should be able to create a sprint.
3. As stated the problem is that I do not see the 'Create sprint' button (see image below).
