first of all you need to share your dashboard with users of your project https://confluence.atlassian.com/jirasoftwarecloud/configuring-dashboards-764478209.html

After doing that all users will be able to find it and mark it as favourite.

If you want to set it as favourite for them, you should use a third part plugin like https://marketplace.atlassian.com/apps/5043/su-for-jira?hosting=server&tab=overview that allows to take user identity.
