Hi,
I have Jira Admin Access but the template option is not active in JIRa.
Will it possible if I save a Draft of the ticket and resuse the Draft when I create a New ticket and draft option is visible in Create field and it captures all the details exist in draft.
Please provide thee step if you know how to do it

There is no such thing as a draft ticket in a Jira. The configuration field is the template for the task, there can be custom fields with choices, checkboxes, etc.
In addition, you can use plugins, such as this one https://marketplace.atlassian.com/apps/1214056/sub-task-manager-for-jira?hosting=cloud&tab=overview, to create templates or task chains automatically
