I saw Jira automation has notification function. But I want to know who and when deleted the issue. Can automation get that information and send email to me?

Automation Rules can't be used to get historic information about issues deleted in the past.
You can set up a rule that is triggered by Issue Deleted and send a notification. That can notify you about issues being deleted going forward.

Also, if I recall correctly, sometimes recently there was an update to Jira to start adding the Issue Deleted action to the Jira Audit Log that is accessed through System settings.
