How to use Issue Content in new Jira issue view to open a dialog and not add a web-panel ?

A web-panel is currently added on click of the Issue Content button in the new issue view. 

I want to open a dialog instead of adding a web-panel.

Though a method is given to open a dialog on ISSUE_QUICK_ADD_CLICKED event, where this event should be bind. If I bind it on the target loaded by the IssueContent webpanel, the web-panel is still added.

How to not load the web-panel at all and load the contents in a dialog ?

Currently, it supports adding a web panel only. I have added alternative web-items on operations-operations location which opens the dialog.
