How to turn off all email notifications except when someone specifically mention @myname or i m the watcher

Rest in all other cases can I disable all email notifications from Jira DC?

Are you asking for disabling notifications for you or for everyone in DC?

If for you - it is not possible. Notifications schemes will be inform you about changes in a ticket.

For all - set empty notifications schemes for every project.
