How to structure workflow property to restrict/allow work by a project role?

I have created a role TimeLock for the purpose of preventing users in that role to log time while specific jira issues are in specific workflow states. I have been trying to get it to work using the documentation. I have tried jira.permission.work.projectrole using the role id and the name and it hasn't prevented or allowed timelogging. It appears to have no effect.

I figured it out. The permission works you just still see the log time option with tempo.
