I'm working on testing some functions in Jira within our sandbox environment. this function is to try to restore some tickets. by default, it assigns the restored tickets to their original assignees. I was expecting that no one will receive any emails (as long as I'm working on the sandbox environment. assignees started getting notification emails. Is there any way I can stop these emails from going to their mailbox?

Welcome to the Atlassian community.
A Jira Administrator can block the sending of emails generated by project/space Notification configurations. Do this by:
1. Click the gear icon near your avatar.
2. Select System.
3. Find Mail > Outgoing Mail and click that.
4. Click the button that says "Disable Outgoing Email".
Note that will not block emails generated through other methods, such as Automation Rules or third party apps.

Some add-ons may bypass the Jira global email settings and send email from Jira. In this case, the email will look slightly different than the standard Jira notifications.
Examples of add-ons include:
ScriptRunner for Jira (Escalation service script)
Emails sent by Automation Rules (see AUTO-112 - Atlassian Automation does not respect Jira's Outgoing Email Global configuration / use the same mail sending)
