It's very confusing and very hard to use.
Depending on your plan, maybe. But very soon there will be no more way back. The new navigation is rolling out according to the schedule you can find here. Once its early June (so in the next couple of weeks) it will no longer be possible to switch it of, so it's best to get used to it as soon as possible.

I don't understand what Jira is doing. This new UI is very confusing and clumsy. It should be leaner rather cumbersome.

I can relate to that to some point, @Geylani Özçubukçu and having used Jira across server / DC / cloud for almost 15 years now, I feel your pain. Change can be hard and it is even harder if you know or knew your way around very well.
With the system of work announcement and the tools really becoming an integrated platform with several functional apps (like Jira, Confluence and the several platform apps), I think it does make sense that everything is being more aligned into a unified look and feel. Even though - and again: I am experiencing some struggles to find my way around too - it takes getting used to.
I'm almost a couple of months in and just to help you getting used to it: there are benefits to the new navigation, I can tell from experience. The most important one being the option to hide items you don't use. I can strongly recommend you to give that a try, as it:
